Afghanistan: Reported US covert actions 2019

The timeline below contains information on all US air attacks on Afghanistan recorded by the Bureau in 2019. It is updated with the latest US air attacks. We also log Afghan Air Force attacks when they are reported. The Bureau collects information on the US and Afghan strikes and the people they kill from local and international media reports – including the Bureau’s own field investigations – as well as academics and NGOs that cite US, Afghan and Pakistani civil, military and intelligence officials, and witnesses and local people in the affected areas.

Please note that our data changes according to our current understanding of particular strikes. The information below represents our present best estimate.

Background

US aircraft have been bombing Afghanistan since late 2001 and the airstrikes have continued into the Trump administration. Up until December 2014 the US was operating in concert with its allies in the Nato-led International Security Assistance Force. Now it is just the US, and the Afghans, flying strike missions in the country.

The Bureau began tracking the strikes from January 1 2015 onwards, when the US and Nato’s combat mission in Afghanistan came to an end. The Afghan military and police took the lead in fighting the Taliban with the US and its international partners moving into a non-combat “train, advise, assist” role, supporting local forces.

US air forces are still flying combat missions however. There are three targeting authorities that govern the kind of strikes the US can conduct in Afghanistan.

Force protection strikes are intended to protect friendly ground forces who are under attack, or are about to be attacked. From January 1 2015 the US was supposed to stop deliberately going after the Taliban, leaving that to the Afghans. But in June 2016, with the Taliban pushing the Afghan forces to breaking point, the US went on the offensive against the Taliban, under “strategic effect” strikes.

The third authority governs the US’s counter-terrorism strikes, part of its offensive operations against al Qaeda and, since January 2016, Afghanistan’s Islamic State offshoot.

Six civilians were killed in a "foreign forces" airstrike in Kapisa province, Afghanistan Times reported.

A "well placed source" told Afghanistan Times that a child and two women were among the six civilians killed in the strike in central Kapisa.

The strike is said to have taken place in the Dara e Afghani village in Nijrab district at 8pm local time on Tuesday 24, with the air and ground operation lasting around eight hours.

ToloNews had reported said the operation was conducted in a residential area where Taliban fighters were using civilian homes as strongholds. They claimed a child, two women and three men were killed.

Residents of the village reportedly said that the Taliban forcibly entered their homes and set up fighting positions.

Afghanistan Times are likely referring to the US as the foreign force responsible for the strike, as they are the only military in the Nato coalition carrying out airstrikes in Afghanistan.

We worked with Bellingcat to see what we could find in terms of visual evidence being shared online. In this case we found a Taliban video showing a detailed view of the alleged strike site, which matched an image attached to a Tolo news report on the incident. One contributor used this to narrow down the location, finding a possible geolocation match. We are awaiting satellite recent imagery to confirm.

This video also included images of childrens’ bodies, which had appeared on Twitter shared by pro-Taliban accounts. Across all the tweets, we counted images of 4-5 boys' bodies.

However, there are certain details that call into question the authenticity of the photos of the bodies, including floral garlands around their necks. These garlands are very similar to the ones given during a graduation ceremony at a madrassa that was bombed by the Afghan airforce in April 2018. These garlands adorned the bodies of many of those killed in the attack. They are not commonly used in burials in Afghanistan.

A tweet about the attack was posted on the morning of 24 December,, meaning the attack likely took place on the night of December 23 or the early hours of the 24th. This differs from the timing given by Afghanistan Times.

US Forces - Afghanistan did not record strikes in Kapisa on December 24, but did on December 23 in their monthly release of strike data.
